The Many Meanings of Quality Education: Politics of Targets and Indicators in SDG4†
This article examines the gap between the targets and global indicators of Sustainable Development Goal 4 (SDG4) on education. While the formulation of the targets was inclusive and emphasized quality, equality, and inclusion, the resulting global indicators fail to fully capture these values—particularly in relation to quality, free education, and substantive equality. The paper analyzes the political and institutional reasons behind this “slippage” and highlights how reliance on measurable indicators often prioritizes inputs and outcomes over complex processes such as inclusion and equity. It also discusses the limitations of current metrics and explores possibilities for developing more comprehensive indicators that better reflect the core principles of SDG4, with the aim of enhancing accountability, participation, and efforts to address educational inequalities.
